Multimodal/Mobility Fee Study

Renaissance is leading a team providing consulting services for Miami-Dade County to update the county’s road impact fee for new development.  The new mobility fee will help the county shift from a mono-modal impact fee based on motor vehicle level of service to a multimodal mobility fee that more seamlessly addresses mobility objectives for all modes.  The changes will also leverage the travel demand efficiencies that are associated with smart growth as embodied in the region’s long range plans; retain the level of simplicity and transparency in communicating the mobility fee approach and rationale and administering the fee after adoption.  Several stakeholders are also interested in alleviating current restrictions in project eligibility for funding through mobility fee revenues while recognizing the need to retain a strong nexus between the travel demand generated by a given development site and the project used to accommodate that demand,

As part of this contract, Renaissance is defining an overarching mobility fee framework to organize alternative concepts, evaluating those approaches considering the next two decades of projected economic development and transportation plans, and conducting stakeholder engagement to help constituents understand different approaches and help build support for changes that best achieve the study objectives.
