Port Tampa Bay On-Call General Planning Services

Port Tampa Bay (PTB) is an economic engine and community leader in Tampa Bay. It is geographically and functionally positioned for continued sustainable growth, boosted by Florida’s population boom and the Port’s diverse business lines.  More than half of Florida’s population is within the Port’s primary market, and the Interstate-4 corridor continues to develop as a major distribution hub for Florida, spurring even more growth in the Port’s container business line. Beyond the Tampa Bay region, the expansion of Latin American and Caribbean markets will bring increased cargo flows through the Port. New and expanded transportation and port infrastructure will be needed to support the rising demand for consumer goods, as well as dry bulk and liquid bulk commodities.  Against that backdrop, the Bipartisan Infrastructure Law (BIL) provides unprecedented funding and federal grant opportunities for infrastructure and transportation facilities that move the nation’s cargo.

For more than a decade, Renaissance has assisted PTB with the range of port planning, transportation analysis, economic analysis, grant writing, and other services required to move the Port forward toward its vision.  With an emphasis on planning for truck operations, intermodal connections, and context supportive roadway design, PTB projects and studies have relied heavily on input from key stakeholders at all levels of transportation decision-making, land use planning agencies, economic development interests, port and airport authorities, private enterprise, truck drivers and fleet managers, and community stakeholders. Renaissance has created plans and related resources that promote conversation and understanding across these different perspectives to maximize the benefits of efficient goods movement while accounting for the impacts freight infrastructure and traffic can have on community livability and other transportation system users.

Port Vision 2030: Master Plan

Port Tampa Bay (PTB) is the largest and most diversified port in the state of Florida, handling nearly 40 percent of all cargo moving in and out of the state. At the same time, the port has emerged among the top eight U.S. cruise ports, handling nearly one million passenger moves a year.

PTB has a statutory requirement and a strategic need to define a long-term road-map and strategy that positions the Port to respond to changing market conditions, the demands of global trade, and the consumer needs of the Tampa Bay region. Vision 2030, the Port Tampa Bay Master Plan, provides a strategic, market driven roadmap for modernizing and expanding PTB’s marine terminals and supporting infrastructure to position the Port and the Tampa Bay region for economic prosperity.  It identifies critical and interrelated strategies to optimize the return on port resources for the broad spectrum of port stakeholders.

The forward-thinking plan was shaped by an extensive stakeholder outreach program that included over 75 meetings with Port tenants, agency partners, environmental interests and the Tampa Bay community.  Additionally, two public workshops – one for Port Vision 2030 and another for the Channelside Master Plan, a subcomponent of Port Vision 2030 – were held and collectively attended by over 175 people.

Renaissance served as the overall project manager and led the transportation and land use analyses and plan documentation, which consisted of comprehensive master plan and strategic plan documents as well as the Vision 2030 Executive Summary.The graphically rich plan document highlights the Port’s strategic priorities, The Seven Anchors, which are a foundation for PTB’s future development in fulfilling its mission and creating long-term value to the community.
