complete streets: SYSTEMWIDE PROVISIONAL CONTEXT Classification (spcc)

As part of an on-call technical assistance contract with the District, Renaissance developed and pilot tested a procedural approach for identifying and assigning context classifications to the State Highway System (SHS) in District 4 that implements the FDOT Context Classification approach throughout District 4.

The context classification approach is a resource to help guide transportation professionals toward effective application of FDOT planning and design guidelines embodied in the 2018 FDOT Design Manual (FDM) by guiding the selection of design elements and design criteria towards context-sensitive solutions that best match the needs of the communities that state highways serve. This project includes the development of a Systemwide Provisional Context Classification (SPCC), including:

  • Developing the proposed context classification framework, including the relationship between systemwide and project-specific applications of the approach.

  • Evaluating alternative candidate measures that can be used for defining the framework

  • Applying initial candidate measures in an areawide test for Palm Beach County and on a project-specific test for Commercial Boulevard in Broward County to assess the reasonableness of the variables of interest.

The SPCC will be used to provide a comprehensive and consistent districtwide interpretation of the planned roadway system as a starting point for project-level review by roadway designers.
